WITHOUT PERMISSION OF THE KERALA GOVERNMENT - THE ASSISTANT EXECUTIVE ENGINEER OF KSEB LTD SUBMITTING VERSIONS AND ATTENDING IN CONSUMER DISPUTES REDRESSAL FORUM ON BEHALF OF THE PERPETRATOR SIGNATURE IN THE DOCUMENTS ( ASST ENGINEER OF THE ELECTRICAL SECTION) WHO HAS GIVEN DELEGATION POWER GRANTED UNDER SECTION 126 OF THE ELECTRICITY ACT 2003
No delegation powers has been granted to the Asst. Executive Engineer from the Kerala government for signing the versions on behalf of the perpetrator and using to attend the court. The officer submitting versions and attending the court case on behalf of the Asst. Engineer of the the Electrical section without permission of the government. If he need to attend the court case on behalf of other officers a Kerala Govt Gazette publication is very importance for the same.It was clarified through petition under RTI Act 2005 from the Public Information Officer of the Office of the Legal Adviser & Disciplinary Inquiry Officer of the Electricity Board Ltd, Thiruvananthapuram about the publication of the Kerala Govt. Gazette authorized to the officer for attending the court for other officers. They replied under their letter No AAO/Law/77/2014-15 dated 20-12-2014 that no such gazette notification is seen available with them.
Such action taking by the officer is illegal and untenable in law which is violation to Kerala Civil Service (Classification, control & Appeal) Rule 1960.
